The event titled “Public Advocacy – NEET Youth Deserve Special Attention and Support” was held on December 4th at the EU House.

The event brought together representatives of civil society organizations, relevant institutions, the private sector, as well as interested young people. During the conference, we presented the key findings from the research study “NEET Youth – Situational Analysis,” followed by the presentation of three public advocacy initiatives aimed at improving the position of NEET youth in Montenegro. The initiatives focus on:

  1. Recognizing NEET youth in strategic and legislative documents;

  2. Transforming the Employment Agency of Montenegro to increase its effectiveness in supporting NEET youth, especially those who are marginalized or have no qualifications;

  3. Improving career guidance programs, with a focus on developing skills essential for career growth.

During the event, we called on all participants—especially those from the civil sector—to support our advocacy initiatives and demonstrate a shared commitment to the common goal of improving the position of NEET youth in Montenegro.

As part of the panel discussion “The Situation of NEET Youth in Montenegro – The Need for a Multisectoral Approach to Problem-Solving,” we brought together key stakeholders in the field of youth employability. The panelists discussed the current status of young people in the country and emphasized the importance of multisectoral cooperation in addressing the challenges faced by NEET youth.


The conference was organized within the framework of the project “Inclusive Progress Toward EU Integration – Empowering Civil Society for an Effective Contribution to Inclusive Local Community Development”, implemented by Forum MNE and the Center for Youth Education, and funded by the European Union and the Ministry of Public Administration of Montenegro.
